LAGOS — The Nigerian Civil Aviation Authority has fined RwandAir N15 million for failing to resolve a passenger's baggage complaint on time. The airline was also ordered to replace the damaged bag and pay $170 in compensation under the consumer protection rules, the authority's spokesman Michael Achimugu said.
