LAGOS — NASD Plc, which runs Nigeria's over-the-counter securities exchange, has launched a rights issue of 480 million shares at N25 each, four new shares for every five held, to raise N12 billion. The company said the money will be used for regulatory recapitalisation, technology and market development. Acting Managing Director Arese Ugwu said recapitalisation is about more than meeting a regulatory requirement.
