NAIROBI — Former President Olusegun Obasanjo has said French cement maker Lafarge put obstacles in the way of Aliko Dangote's cement expansion in Africa. Speaking in Nairobi at an event linked to the planned Lamu refinery, he said that in Senegal locals were encouraged to challenge the land for Dangote's 5 million-tonne plant, and that Dangote won in court but paid $12 million to operate. Obasanjo said his government tied cement import licences to plans for local production in 2003, when Nigeria produced less than 3 million tonnes a year. Lafarge did not respond to his remarks in the report.
