ABUJA — The Federal Government has urged states to make sure their 2027 budgets reflect their development plans. Deborah Odoh, Permanent Secretary of the Ministry of Budget and Economic Planning, told a three-day workshop under the World Bank-backed HOPE-GOV programme that states should build their own budgeting capacity. A representative of the Nigeria Governors' Forum said the programme rewards states whose budgets match their plans and whose spending matches their budgets, especially in basic education and primary healthcare. HOPE-GOV National Coordinator Assad Hassan said more spending alone will not improve public services.
