BANGKOK — Central Bank Governor Olayemi Cardoso said Nigeria's fiscal crisis forced the bank to be creative and look beyond oil revenue. Speaking on a panel on the global economy alongside IMF Managing Director Kristalina Georgieva at the Annual Meetings in Bangkok, he said usable reserves were about $3 billion with around $7 billion in obligations when the current administration took office. Gross reserves now stand at $55.1 billion, or about $46 billion net, he said. Cardoso said the bank focused on attracting remittances from Nigerians abroad and on supporting local value addition, citing the Dangote Refinery as an example.
