Senate Re-passes Raw Materials and Procurement Bills After Tinubu's Observations

ABUJA — The Senate on Tuesday passed amended versions of two bills that had been returned by President Bola Tinubu: the Raw Materials Research and Development Council Act (Amendment) Bill 2026 and the Chartered Institute of Purchasing and Supply Management of Nigeria Establishment Act (Amendment) Bill 2026.

Both bills had earlier been passed by the National Assembly and sent to the President for assent. The President raised observations after a legal review by the Ministry of Justice identified technical and drafting problems.

The Senate Leader, Opeyemi Bamidele, moved that the earlier passage be rescinded and the bills returned to the Committee of the Whole. A joint technical committee of both chambers, working with legal drafters, then revised the texts.

The raw materials bill is meant to protect local manufacturing and reduce dependence on imported raw materials, while the procurement bill aims to bring Nigeria's procurement law in line with international standards.
