ABUJA — The Federal Executive Council (FEC) has directed that liquid funds recovered by the Economic and Financial Crimes Commission be transferred to the Nigerian Education Loan Fund (NELFUND). Briefing journalists after Wednesday's meeting, the Minister of Education, Dr Tunji Alausa, said only cash recoveries free of litigation, and not seized property, would be affected. Council also approved that unclaimed dividends and dormant account trust funds be considered as additional sources of funding for the loan scheme, subject to the laws governing them. The Attorney-General of the Federation, the Ministries of Finance and Education and the Debt Management Office will work out the legal framework. This adds to the 15 per cent share of the development levy already allocated to NELFUND, which has more than 1.2 million beneficiaries and has paid over N93 billion in upkeep allowances. FEC also approved about N118.31 billion to complete the National Library headquarters, which started in 2006 and has been abandoned since 2008, and about N37 billion to furnish it. The minister said First Lady Remi Tinubu's birthday appeal had raised about N25 billion for the library, and work would resume within months. Council further approved the establishment of the Nigerian Academy for the Gifted and Talented, to be created from the Suleja Academy.
